4 tables, so 2 players have to sit out each round. each person should partner with everyone, so there are 17 rounds. my guess is that you should play each opponent twice?

can't use a 20 team setup as the bye's dont end up at the same table every time.

first round would be
1;2 V 3;4
5;6 V 7;8
9;10 V 11;12
13;14 V 15;16
17 & 18 ON BYE

The best option I can suggest is to use this schedule:

(17 18 v  7 13) (16 11 v  8 10) ( 5  1 v  3 14) ( 2 12 v  9  6) (15  4)
(18  1 v  8 14) (17 12 v  9 11) ( 6  2 v  4 15) ( 3 13 v 10  7) (16  5)
( 1  2 v  9 15) (18 13 v 10 12) ( 7  3 v  5 16) ( 4 14 v 11  8) (17  6)
( 2  3 v 10 16) ( 1 14 v 11 13) ( 8  4 v  6 17) ( 5 15 v 12  9) (18  7)
( 3  4 v 11 17) ( 2 15 v 12 14) ( 9  5 v  7 18) ( 6 16 v 13 10) ( 1  8)
( 4  5 v 12 18) ( 3 16 v 13 15) (10  6 v  8  1) ( 7 17 v 14 11) ( 2  9)
( 5  6 v 13  1) ( 4 17 v 14 16) (11  7 v  9  2) ( 8 18 v 15 12) ( 3 10)
( 6  7 v 14  2) ( 5 18 v 15 17) (12  8 v 10  3) ( 9  1 v 16 13) ( 4 11)
( 7  8 v 15  3) ( 6  1 v 16 18) (13  9 v 11  4) (10  2 v 17 14) ( 5 12)
( 8  9 v 16  4) ( 7  2 v 17  1) (14 10 v 12  5) (11  3 v 18 15) ( 6 13)
( 9 10 v 17  5) ( 8  3 v 18  2) (15 11 v 13  6) (12  4 v  1 16) ( 7 14)
(10 11 v 18  6) ( 9  4 v  1  3) (16 12 v 14  7) (13  5 v  2 17) ( 8 15)
(11 12 v  1  7) (10  5 v  2  4) (17 13 v 15  8) (14  6 v  3 18) ( 9 16)
(12 13 v  2  8) (11  6 v  3  5) (18 14 v 16  9) (15  7 v  4  1) (10 17)
(13 14 v  3  9) (12  7 v  4  6) ( 1 15 v 17 10) (16  8 v  5  2) (11 18)
(14 15 v  4 10) (13  8 v  5  7) ( 2 16 v 18 11) (17  9 v  6  3) (12  1)
(15 16 v  5 11) (14  9 v  6  8) ( 3 17 v  1 12) (18 10 v  7  4) (13  2)
(16 17 v  6 12) (15 10 v  7  9) ( 4 18 v  2 13) ( 1 11 v  8  5) (14  3)

There are 18 rounds, everyone gets exactly 2 byes and gets to play with 16 different partners.  Pairs of players play in opposition either once or twice.

HTH.

Hi Richard,
This schedule is working perfectly ... thanks !!
At the end of these matches I want to create 2 new schedule for the finals ... 1 to 9 and 10 to 18.
Do you have a schedule for 9 players on 2 courts ... every round has 1 "sitting it out".
I have tried the "10 player schedule" with 1 ghost but it is not working for the diversity of opponents (all 2x).
Hoping to hear from you soon.
Gr. Markie

Perhaps you could use this schedule for 14 rounds where all pairs of players meet a total of 4 times, once or twice as partners, and 2 or 3 times as opponents.

  (5  7 v 2  1)    (6  4  3)
  (6  1 v 3  2)    (7  5  4)
  (7  2 v 4  3)    (1  6  5)
  (1  3 v 5  4)    (2  7  6)
  (2  4 v 6  5)    (3  1  7)
  (3  5 v 7  6)    (4  2  1)
  (4  6 v 1  7)    (5  3  2)
  (7  2 v 1  5)    (3  4  6)
  (1  3 v 2  6)    (4  5  7)
  (2  4 v 3  7)    (5  6  1)
  (3  5 v 4  1)    (6  7  2)
  (4  6 v 5  2)    (7  1  3)
  (5  7 v 6  3)    (1  2  4)
  (6  1 v 7  4)    (2  3  5)
