How to make sure each golfers only plays with each other twice in 4 rounds???

I have had to move your post here as I can not reply in the comments area.

The only way is this:

R1 (1 2 3 4) (5 6 7 8)
R2 (2 7 8 1) (6 3 4 5)
R3 (3 8 1 6) (7 4 5 2)
R4 (4 1 6 7) (8 5 2 3)

where the pairs (1 5) (2 6) (3 7) & (4 8) never play together.

If you are thinking that everybody should be able to play together at least once...  That is possible, but some pairs will play together only once, while others play 3 times, something I would not recommend.
