I'm looking for a website that can give me a rotation for 52 players, 5 rounds of Mah Jongg.

Hi Myrna,

You can use the schedule here.  There are 17 rounds after which everyone will have played with each other exactly once.  For your tournament you are free to choose any 5 of the 17 rounds.
