Title: 28 PLAYER 10 ROUND SCHEDULE

I AM LOOKING FOR A SCHEDULE/PLAY FORMAT FOR 28 PLAYERS PLAYING 10 ROUNDS WHERE NO PLAYER PLAYS WITH OR AGAINST ANOTHER PLAYER TWICE.

It's not clear, but I think you may be looking for a doubles schedule.  If you are, then start by looking on  this social golfer page (https://web.archive.org/web/20120503232317/http://www.maa.org/editorial/mathgames/mathgames_08_14_07.html) at the schedule for 28 golfers in foursomes over 9 days.  Use this for the first 9 rounds, and regardless of how you assign the foursomes to partners and opponents, you will find that a player's 9 partners and 18 opponents are all different.  You just need to add a tenth round, trying to ensure that you use new partnerships.
