Title: 16 players  2 to a team  4courts

need a schedule for 16 players and 4 courts--2 players per team
each player to have a new partner each game  play against a different team each game and rotate through each of the courts total games 15

I don't know of any way of constructing this schedule with the court balance.  So I can only suggest that you start with the Whist schedule (follow the schedules link near the top of this page, press 'Whist' and then 16 items) and then try to move around the matches a little to reduce the number of times player 16 plays on the first table (court).
