Title: 16 team bridge

I have schedule 16 teams at 4 sites for 7 months.  The big complaint is not being able to play all teams and playing some teams more than once.  Please help

Can you explain what happens at one site when four teams meet?   I suspect that the schedule here may help if one team is a fixed partnership of two players and at every meeting, each teams plays the other three exactly once, then the first 7 rounds of the third table could be used as the assignments of teams to sites.
