In chess it is a win by forfeit for the person who showed up and a forfeit loss for the person who didn't and those scores count towards prizes just like the game was actually played. If neither player showed up, both get a loss. Because the game wasn't played, the result isn't rated, i.e. used to change a number (rating) used to measure a player's strength and seeding in tournaments.
You might want to check the rules on your country's governing body of billiard players which would have more authority than saying, "Well, in chess they ...".
