Our problem involves a team building activity that we have successfully used at a staff retreat but have had difficulty figuring out a pairing system.
The activity (Sylvania Scramble) involves 16 teams - each team including 2 people, and 8 (or more if needed) interactive activities such as golf putting, charades, frisbee toss, pictionary, etc.
For every round, each team is paired up with another. The goal is (as a group of 4 working together), to get the best score for that activity, so both teams leave the activity with the same score.
We want every team to be paired up with every other team only once and we want every team to participate in every activity so we can compare the final scores.
