A lot depends on how many rounds you want play.
With 28 players you could use
this schedule. Assign one of the tables to be the 4 players who get a bye and the remaining 6 tables to the 6 courts. You will need to rearrange the assignment of courts within rounds so that the every player appears at least once and at most twice on the court that you assign to byes. This would give you 9 rounds of play where players meet no more than once, either as partner or opponent.
If you follow the schedules link above and dial up the Whist tournament for 28 players, you could do something similar.
