The following schedule has the no-back-to-back property that you want. It also has the property that the first 9 rounds on any table contain all teams exactly once. Furthermore, the 16 teams in rounds 10 to 17 that are scheduled to play on the same table are all different, with the exception of team F on table 9.
Maintaining all these properties at the same time is very difficult and no matrix has yet been found to exist. Several have been found to have the single exception, simililar as noted above.
For all practable purposes, this should work for you. Let us know if it does not.
