32 Person Golf (8 team) League playing 31 weeks in 2016

I have a 32 member golf league (8 foursomes) that plays a 31 week schedule. I would like a balanced schedule over the 31 weeks (rounds) so no one player plays with another more than 3 or 4 times. Similar to this: H1 is a foursome, H2 is a foursome and so on through H8.
