There are 45 games in the complete round-robin, and as this number is not divisible by 4, it creates problems. You could play 11 rounds with 2 byes per week, but this leaves one extra game to be played (i.e. one game and 8 byes in a 12th round), so it may well be better to play 9 rounds with 2 byes, and 3 rounds with 4 byes, like this:
