I have been struggling to create a schedule that works out evenly for our league and failing so far.

Our horse shoe league consists of 24 teams divided into 3 divisions of 8 teams. Division 1 contains teams 1 - 8, Division 2 contains teams 9 -16 and Division 3 has teams 17 - 24.

In the first 12 weeks, each division plays against a team from outside of there division. IE teams 1 -8 will play against teams 9 - 24 but not against teams in there own division until the last 8 weeks of the year when we play against all teams within our own division. 8 weeks and everyone plays against everyone one time.

During the first 12 weeks, since there is not enough weeks for all teams to play every other team in all 12 matches per week, there are 4 teams each year that each team will not meet, and next years schedule is created so that they do play and there are 4 other teams that each team dose not meet.

There are 10 houses (bars) most have 2 teams and I can schedule one team away while the other is home, some only have one team and a couple have more courts and teams.

lastly,  all 24 spots sometimes are not filled,  this year for example each division has one bye team, and we try to create the schedule so that each week there is only one bye game.

I worked with the IanBalancedRoundRobin_v4.3 and it seams like its close to what I need, but I think I would need to be able to enter in all the match ups that would not happen before generating the schedule. Like if there was a way to input that teams 1 - 8 do not play each other,  9 -16 do not and 17 -24 do not. I am a little slow at thinking this through all the way to know exactly what the result would be even if this was possible.

Is there anything already written that might do what I need or even something that could shorten the time required to make the schedule each year?

I attached  a copy of last years schedule, this years schedule is not finished yet, and we are already 3 weeks into the season.  :-[

As I think about this I see that its easier to think of there being 13 courts rather then 10 bars with a couple having extra courts.

this online scheduler will make a schedule 24 team schedule with 13 courts, but there is no way enter match ups in before the schedule is generated of teams that will defiantly not meet. http://www.hometeamsonline.com/sportswebsites/?scheduler
