Hello Dwayne,
13 rounds and 13 players is a actually a standard Whist schedule
which you can find in my post here.
I have put two schedules below where each game (A B C D) should be played as (A B vs C D). Players with byes are in the last column.
14 players, 14 rounds, 3 courts, 2 byes per round
(14 4 5 7) (2 8 13 9) (12 11 6 3) (1 10)
( 8 5 6 1) (3 9 14 10) (13 12 7 4) (2 11)
( 9 6 7 2) (4 10 8 11) (14 13 1 5) (3 12)
(10 7 1 3) (5 11 9 12) ( 8 14 2 6) (4 13)
(11 1 2 4) (6 12 10 13) ( 9 8 3 7) (5 14)
(12 2 3 5) (7 13 11 14) (10 9 4 1) (6 8)
(13 3 4 6) (1 14 12 8) (11 10 5 2) (7 9)
( 9 14 4 11) (5 13 3 2) (12 7 8 6) (1 10)
(10 8 5 12) (6 14 4 3) (13 1 9 7) (2 11)
(11 9 6 13) (7 8 5 4) (14 2 10 1) (3 12)
(12 10 7 14) (1 9 6 5) ( 8 3 11 2) (4 13)

( 8 13 3 10) (4 12 2 1) (11 6 14 5) (7 9)
15 players, 15 rounds, 3 courts, 3 byes per round
(14 3 12 2) ( 8 5 4 13) (10 9 7 15) (1 6 11)
(15 4 13 3) ( 9 6 5 14) (11 10 8 1) (2 7 12)
( 1 5 14 4) (10 7 6 15) (12 11 9 2) (3 8 13)
( 2 6 15 5) (11 8 7 1) (13 12 10 3) (4 9 14)
( 3 7 1 6) (12 9 8 2) (14 13 11 4) (5 10 15)
( 4 8 2 7) (13 10 9 3) (15 14 12 5) (1 6 11)
( 5 9 3 8) (14 11 10 4) ( 1 15 13 6) (2 7 12)
( 6 10 4 9) (15 12 11 5) ( 2 1 14 7) (3 8 13)
( 7 11 5 10) ( 1 13 12 6) ( 3 2 15 8) (4 9 14)
( 8 12 6 11) ( 2 14 13 7) ( 4 3 1 9) (5 10 15)
( 9 13 7 12) ( 3 15 14 8) ( 5 4 2 10) (1 6 11)
(10 14 8 13) ( 4 1 15 9) ( 6 5 3 11) (2 7 12)
(11 15 9 14) ( 5 2 1 10) ( 7 6 4 12) (3 8 13)
(12 1 10 15) ( 6 3 2 11) ( 8 7 5 13) (4 9 14)
(13 2 11 1) ( 7 4 3 12) ( 9 8 6 14) (5 10 15)
The 15 player schedule will have slightly better properties than the one you can get from cutting down the 16 player schedule, for example the byes are optimally separated.
Hope that helps,
Ian
