With 32 or 36 players it is possible to play 10 or 11 weeks respectively with no pair of players meeting twice.

It may be possible to extend these schedules to 15 weeks using your bulldozer approach, this would be desirable as the optimal mixing occurs at the begining of the tournament. Failing this I have some computer optimised solutions for 15 weeks that I will post later.
