It's not clear, but I think you may be looking for a doubles schedule. If you are, then start by looking on
this social golfer page at the schedule for 28 golfers in foursomes over 9 days. Use this for the first 9 rounds, and regardless of how you assign the foursomes to partners and opponents, you will find that a player's 9 partners and 18 opponents are all different. You just need to add a tenth round, trying to ensure that you use new partnerships.
