Mah Jongg Table rotation

Would appreciate your thoughts on the best table rotation for
48 players
12 tables
 12 rounds

12 players to be at  North side of table for entire tournament
12 players to be at West side of Table for entire tournament
12 players to be at South side of table for entire tournament
12 players to be at East side of table and can be stationary if that works best.

I am not sure exactly what you mean by the placement, North, South, East and West.  So would the following schedule, where each player has 36 different opponents work?
