The problem of "squares" I can solve. They are the schedules with the content of all the pairs. For example, 3 x 3 = 9 numbers (12 Tips for 3), 4 x 4 = 16 (20 tips after 4), 5 x 5 = 25 (30 tips after 5) 6 x 6 cannot be a purely, 7 x 7 = 49 (56 tips after 7), and so on for each square with an odd number of. I am not certain, but I think your 4 x 4 = 16 schedule must be like one of the partitions that you can find here (for example look for the five rows that are marked Part. 0 which consist of 20 blocks of 4).   If I am right, then the schedules that you are making will not be possible for all odd numbers, in particular 15 x 15 & 21 x 21 are the first that will cause problems.  These are well known schedules to mathematicians and are related to affine geometries and affine planes, see here on MathWorld for example.
